What they do

AI governance consultants help you decide who may use AI for what, and then prove you control it. The work usually starts with an inventory of AI systems and a risk or readiness assessment. It then moves to an AI policy, owners and an approval process, alignment to a framework such as ISO/IEC 42001 or the NIST AI RMF, and readiness for laws such as the EU AI Act. Some firms also test systems: 5 firms here document bias or algorithmic audits and 8 document AI red teaming.

Consultant or software?

A consultant designs the program. Software runs it: inventory, assessments, approvals and evidence. If you have no AI policy or owner yet, start with design work, or take our free AI readiness assessment to see where you stand. If the program exists and lives in spreadsheets, compare AI governance platforms first. Need an independent check rather than help? See AI audit firms and bias audit firms.

What it costs

Firms quote per engagement. None of the 29 firms on this page publishes a price for AI governance consulting, and price depends on how many AI systems and frameworks are in scope.

The one fixed price we found is from a firm not listed here: Kriv AI’s ISO 42001 AI Management System Readiness Assessment (3-week virtual engagement) on AWS Marketplace lists Standard at $15,000 (up to 10 AI use cases), Extended at $20,000 (up to 25 use cases, plus ISO 27001 mapping) and Enterprise at $25,000 (unlimited use cases, plus pre-audit coaching and a mock external audit). The listing’s pricing section also says buyers request a private offer, so treat these as list prices. Source, checked October 30, 2026

How to choose a consultant

Questions to ask

  1. 1Which frameworks and laws will you map us to, and what will we have at the end? You want named deliverables (policy, inventory, risk method, roadmap), not a slide deck.
  2. 2Who will do the work, and what have they built before? Ask for the named team and two comparable engagements, ideally in your industry.
  3. 3Do you sell, resell or partner with a governance platform? Several large firms build on one vendor’s tool. That can be fine, but you should know before the tool recommendation.
  4. 4Will you, or a related company, later audit or certify what you build? If yes, that is a conflict. See the independence rules below.
  5. 5Are you our financial-statement auditor, or do you audit an affiliate? SEC auditor independence rules limit what your auditor can do for you.
  6. 6Should this work run under legal privilege? For high-exposure systems, counsel-directed assessments can keep findings confidential.
  7. 7What do we own after you leave? Templates, risk methods and inventories should be yours to keep and edit, not locked in the firm’s tooling.

Red flags

  • The same firm offers to build your ISO/IEC 42001 management system and then certify it.
  • A promise that its work makes you “EU AI Act certified” or “compliant” in general. Ask which obligations apply to which system and who performs any conformity assessment.
  • No named frameworks, laws or deliverables in the proposal.
  • The only fix it recommends is a product it sells.
  • A bias audit offered by the vendor of the tool being audited, or by the team that built it.
  • It cannot show you a sample deliverable with client details removed.

Not sure what the EU AI Act asks of a given system? Run it through our EU AI Act risk classifier and read how conformity assessment works before you brief a consultant.

The independence point

The firm that helps you build something should not be the firm that certifies or audits it. Two sets of rules make this concrete.

Certification bodies cannot consult on what they certify

  • ISO/IEC 17021-1:2015 clause 5.2.5 says a certification body, and any part of the same legal entity, “shall not offer or provide management system consultancy”.
  • Clause 5.2.7 says that where a related consultancy helped a client, the certification body must not certify that management system “for a minimum of two years following the end of the consultancy”.
  • ISO/IEC 42006:2025, published in July 2025, sets the extra requirements for bodies that certify ISO/IEC 42001 AI management systems and builds on ISO/IEC 17021-1.
  • European co-operation for Accreditation says the ban applies whether or not the certification body is accredited for that standard.

Sources: ISO/IEC 17021-1:2015, Section 5 (impartiality), copy published by IAS; ISO: ISO/IEC 42006:2025; European co-operation for Accreditation: FAQ 38.18, consultancy and certification; BSI: Artificial intelligence services (impartiality statement)

Your financial-statement auditor has limits

  • For SEC reporting companies, Rule 2-01 of Regulation S-X says the SEC will not recognize an auditor as independent if a reasonable investor would conclude it cannot exercise “objective and impartial judgment”.
  • Rule 2-01(c)(4) lists non-audit services that impair independence. They include management functions, such as “performing any decision-making, supervisory, or ongoing monitoring function for the audit client”, and internal audit outsourcing.
  • An auditor that runs or monitors your AI oversight for you risks that management-functions line. Ask your audit committee before you hire your auditor for AI governance work.

Questions

What does an AI governance consultant do?

An AI governance consultant helps you decide who may use AI for what, and proves you control it. Typical work: an inventory of AI systems, a risk or readiness assessment, an AI policy, roles and an approval process, alignment to a framework such as ISO/IEC 42001 or the NIST AI RMF, readiness for laws such as the EU AI Act, and training. Some firms also test AI systems for bias or security.

Do I need an AI governance consultant or AI governance software?

Often both, at different times. A consultant designs the program: policy, roles, risk method and which framework to follow. Software runs it day to day: inventory, assessments, approvals and evidence. If you have no AI policy or owner yet, start with a consultant or our free readiness assessment. If the program exists and runs on spreadsheets, software is usually the better spend.

How much does AI governance consulting cost?

Most firms quote per engagement and publish no prices, including every large firm on this page. The one fixed price we found: Kriv AI lists an ISO 42001 readiness assessment on AWS Marketplace at $15,000 to $25,000 for a three-week engagement, though the listing also points buyers to private offers. Price depends on how many AI systems are in scope, how many frameworks you map to, and whether you want a report or a working program.

How long does an AI governance engagement take?

RSM US is the only firm on this page that publishes durations: ai risk or readiness assessment: 4–6 weeks (governance-focused risk assessment); governance strategy and roadmap: 8–12 weeks; ai policy development: 2–4 weeks (1–2 weeks for a review of an existing policy); governance program implementation: 14–16 weeks; ai red teaming and security testing: 4–8 weeks (adversarial AI penetration testing); ai internal audit: 8–12 weeks. Treat these as one firm’s scoping, not a market norm.

Can the firm that helps us implement ISO 42001 also certify us?

No. ISO/IEC 17021-1 clause 5.2.5 bars a certification body from offering management system consultancy, and clause 5.2.7 requires a two-year gap before certifying a system that a related consultancy worked on. ISO/IEC 42006:2025 applies these rules to ISO/IEC 42001 certification bodies. Hire one firm to help you build the AI management system and a different, accredited body to certify it.

Can our financial-statement auditor do our AI governance consulting?

Sometimes, with limits. If you report to the SEC, Rule 2-01 of Regulation S-X bars your auditor from management functions, including “any decision-making, supervisory, or ongoing monitoring function”, and from internal audit outsourcing. An auditor can advise, but it cannot run your AI oversight. Check with your audit committee first, or pick a firm that does not audit you.

Do we need a consultant for the EU AI Act?

Not always. Prohibited practices have applied since February 2, 2025, and Article 50 transparency duties since August 2, 2026. After the Digital Omnibus on AI (Regulation (EU) 2026/1744), Annex III high-risk obligations apply from December 2, 2027 and Annex I product rules from August 2, 2028. Classify your systems first. A consultant earns its fee when you have possible high-risk systems, unclear provider or deployer roles, or no in-house counsel.

What is the difference between AI governance consulting and an AI audit?

A consultant helps you build and run your program and works for you. An auditor checks it independently and reports on it, sometimes publicly. Bias audits under NYC Local Law 144 and ISO/IEC 42001 certification audits must be independent, so the auditor should not be the firm that built what it audits.

Which AI governance firms offer AI red teaming?

8 of the 29 firms on this page document AI red teaming or adversarial testing of AI systems: A-LIGN, BCG, NCC Group, Pivot Point Security, RSM US, Schellman, Trail of Bits and ZwillGen. Ask whether they test the model, the application around it, or both.

Which firms do algorithmic or bias audits?

5 firms here document bias or fairness testing: BABL AI, BSI, Cognizant, ORCAA and ZwillGen. For a NYC Local Law 144 audit, the auditor must meet the independence test in the city’s rules (6 RCNY § 5-300).

Should we hire a law firm for AI governance?

Hire one when legal exposure drives the work: regulated decisions, litigation risk or a regulator inquiry. Assessments run under counsel can be privileged, which keeps findings confidential. A law firm’s review is not an independent audit, so you may still need a separate auditor for public claims.

How did you choose these firms, and do they pay to be listed?

We list a firm only if its own current web page documents AI governance services, and we show only the services and frameworks that page names. We checked all 29 firms on October 30, 2026. No firm paid to be included or for its position, and the list is sorted by name. 5 entries are certification bodies or firms that also certify, flagged with an independence note.

Methodology

We include a firm only if its own current web page documents AI governance services. Each entry lists only the services and frameworks that page names, so a firm may do more than we show. We fetched every source on October 30, 2026 and re-check the list every 60 days. Firms we could not verify from their own pages are left out until we can.

Order is alphabetical. No firm paid to appear here or for its position. Headquarters are listed at the level we could confirm. Spot an error? Tell us and we will check it against a public source. Our full standards are in the methodology.
