AI Literacy (EU AI Act Article 4)

Article 4 is the first EU AI Act obligation to take effect (2 February 2025), and applies broadly to every provider and deployer of AI systems — not only high-risk ones. Regulators can request evidence of a literacy programme during any Article 74 market surveillance inquiry.

Vendors typically supply role-based AI literacy curricula, LMS integrations, assessment/quiz modules, and completion tracking that can be presented to a market surveillance authority as evidence of an Article 4 programme.

• Take measures to support the development of AI literacy across the organization
• Ensure staff and third parties operating AI systems on the organization's behalf reach a sufficient literacy level
• Tailor training to the technical knowledge, experience, education, and training of each audience
• Adjust content to the context in which AI systems are used and the affected persons or groups
• Retain records of who was trained, on what content, and when
• Refresh training when material changes occur in the AI systems or in applicable law

Vendors often address only staff training and neglect (a) contractors, resellers, and integrators using the AI system on the deployer's behalf and (b) tailoring for the specific deployment context. Article 4 explicitly requires both.
