Effective date: Jan 1, 2027
Enforcement: Colorado Attorney General (exclusive; no private right of action)
Scope: Developers and deployers of automated decision-making technology that materially influences consequential decisions about Colorado consumers (e.g. employment, education, housing, financial services, insurance, healthcare, essential government services). Notice, adverse-outcome explanation within 30 days, data correction and human review, developer documentation, three-year record keeping.
Maximum penalty: Enforced under the Colorado Consumer Protection Act; 60-day cure period until Jan 1, 2030.
